Laboratory Information System (LIS)- Administrator

BASIC FUNCTION

 

The Laboratory Information System (LIS) Administrator is responsible for managing the LIS system and creating continuous integration and development pipelines for various medical laboratory operations and technologies on the Defence Reference Laboratory (DRL) LIS. S/he translates software requirements in line with the laboratory work-flow into workable programming code, upscale, and maintains the DRL LabWare Laboratory Information System. The incumbent will work with the program IT team and report to the Associate Director, Laboratory Services.

ESSENTIAL JOB FUNCTIONS, DUTIES, AND RESPONSIBILITIES

 

  1. Develop, test, and implement in conjunction with the vendor and the program IT team, new software programs required for the laboratory operation.
  2. Troubleshoot, develop and resolve network, printing and software problems across the laboratory, and occasionally, other program supported sites linked to DRL.
  3. Clearly and regularly communicate with the DRL Lab management and technical support colleagues.
  4. Work with other laboratory technical team members to conduct the root cause analysis of issues, review new and existing code and or perform unit testing.
  5. Relating with the vendor and the program IT Lead to resolve any complex technical issues.
  6. S/he Develops any technical specifications and plans relating to upgrading the LIS.
  7. Analyze user requirements and convert requirements to design documents.
  8. Make the right technical decisions that provide solutions to business challenges.
  9. Provide comprehensive support to internal customers; achieve a resolution to outstanding problems or issues.
  10. Compile timely, detailed, and accurate documentation and or reports as requested.
  11. Maintain an Issues/Resolution register for all support provided by LIS vendor.
  12. Communicate effectively and professionally in all forms of communication with internal and external customers.
  13. Multi-task and change from one task to another without loss of efficiency or composure.
  14. Configure and handle crypto-capable routers and Virtual Private Networks.
  15. Propose, plan, experiment, and implement robust authentication mechanisms – both network and host-based.
  16. Gather, interpret, and analyze data in forensic security investigations.
  17. Assist in identifying, recommending, and implementing new processes or amendments to current ones to improve team functionality and service provision to staff.
  18. Recommend and implement Network security for staff as a service.
  19. Back up, secure, and protect data.
  20. Installation/maintenance of printers/drivers as well as server/Operating System and required service patches, both open-sourced and proprietary.
  21. Responsible for the daily management of the archive facilities
  22. Maintain a record system and database.
  23. Serve as the principal custodian for the data management.
  24. Responsible for controlling access to the archive; ensuring that an index of materials is maintained to facilitate orderly storage and retrieval.
  25. Ensure that the movement of material in and out of the archive is appropriately controlled and documented.
  26. Support in the maintenance of quality records systems across the laboratory.
  27. S/he generates disaggregated and aggregated data queries and reports as requested for the program’s use.
  28. Support users by developing documentation and assistance tools.
  29. Mentor other staff and verify their proficiency

JOB SPECIFICATION

 

Minimum Education/Training Requirement: HND/Bachelor’s in Computer Science, Computer Engineering and Software Technology.

 

Prior Work Experience: Minimum of 4 years of practical experience in a laboratory setting.

 

Knowledge And Skills

  • Proficiency with relational database systems (MySql,MSSQL) Java, JavaScript, Crystal Report, HTML.
  • Possess up-to-date knowledge of technological developments in the industry.
  • Possess strong problem solving and decision-making skills while using good judgment.
  • Eager to solve challenging problems using new technologies.
  • Computer Hardware and software troubleshooting skills.
  • Must have extensive experience in LIS management including Remote Sample Logging (RSL).
  • Must have flexibility in working hours or on-call availability and willing to do shift duty (including night shift) when required.

  • Must understand Good Clinical Laboratory Practice and ISO15189 Laboratory Accreditation.

  • Experience working with cabled and wireless networks and devices as well as internet CPE.

BASIC FUNCTION

Under the supervision of the Site Team Leader, and with technical oversight from Program Staff of the MODHIP / DODWRP-N Program, the Program Administrative Specialist will provide administrative, logistics, technical, and program management support (including financial management) to the HIV/AIDS Programs at Military HIV Care and Treatment facilities.

 

ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES

The Program Administrative Specialist/M&e Officer will support a wide range of administrative and logistical, data quality and continuous quality improvement activities to ensure uninterrupted delivery of HIV care and treatment services at the facilities.  He/she will also be responsible for ensuring proper financial management and will support the implementation of site based work plans / activities. These duties will include:

 

Administration         

  1. Provides direct administrative support on behalf of MODHIP to the Site Commander through the Site Team Leader in the coordination of HIV/AIDS services.
  2. Informs the Site Team Leader and provides as directed reports on all administrative issues concerning the HIV program at the site to MODHIP, DODWRP-N as approved by Site Team Leader.
  3. Manages and accounts to MODHIP any funds disbursed directly to the site and ensure that such funds are utilized appropriately for the intended purposes.

 

Data Quality Management

  1. Works closely with NMOD Hospital Medical Records Department and Medical Records Officers for improved data management systems, improved data quality, capacity building and sustainable ownership for the entire hospital services.
  2. Ensures all HIV-related service delivery data are accurate, relevant, collected and reported in a timely manner.
  3. Ensures that all HIV-program (aggregate and tracker) data are entered in a timely manner on the Program’s DHIS2 instance
  4. Working with the Site Team Leader, will ensure that monthly program review/M&E meetings hold at the site prior to submission of monthly program/bi-monthly commodity logistics reports to the Ministry of Defence Health Implementation Program (MODHIP) Liaison Office. The incumbent will ensure that the proper reporting templates are used and properly filled and completed.
  5. Provides monthly narrative overview of the HIV program site performance in all areas of care to Director, Public Health.

 

Financial Management

  1. Assists the Site Team Leader in the management and accountability of site operating funds provided in support of the HIV program.
  2. Ensures provided funds are utilized appropriately for the intended purposes.
  3. Retirement of funds disbursed to the site (Reconciles purchases and expenditures and provides receipts) to the MODHIP or DODWRP-N office as directed by the Site Team Leader.
  4. Receipt of additional funds will be based on accurate reconciliation of the previous month expenditures, including all pertinent receipts and/or justification for the expense.
  5. Works with the Site Team Leader to identify and forecast unfunded requirements that can be supported through the monthly stipend.
  6. Identify and develop budgets for any unfunded requirements for the expansion/improvement that can be supported through other stakeholders.

 

Logistical Support

  1. Works closely with the MODHIP and DODWRP-N Logisticians, Pharmacists, and Laboratory Officers, and other Program Managers to support logistical activities at the site.
  2. Coordinates with the individuals above to identify and forecast logistical needs in support of the overall HIV care mission at the site.
  3. Confirm the integrity of buffer stock of HIV program consumables.
  4. Identify and alert the appropriate officer when there is need for an Emergency Order.
  5. Ensure optimal store management.
  6. Reports all program equipment failures including utilities, immediately to the Site Team Leader and if so directed to MODHIP Liaison Office and DOD-WRPN.

 

Policy

  1. Monitor site activities across all departments and provides periodic updates to the Site Team Leader and when required to the MODHIP DG and the DODWRP-N Director. Updates would include identified problems and recommendations for resolution.

 

 

 

State Engagement

  1. Assist in strengthening internal ownership and state engagement as well as representing MODHIP management on state, LGA and community issues related to the sites.

 

Continuous Quality Improvement

  1. Works closely with key technical unit heads to obtain information about clinical quality improvement issues that require program/personnel intervention.

 

  1. With approval of the Site Team Leader, provide monthly reports on Continuous Quality Improvement meeting outcomes that require action by management.
