BASIC FUNCTION

Under the supervision of the Site Team Leader, and with technical oversight from Program Staff of the MODHIP / DODWRP-N Program, the Program Administrative Specialist will provide administrative, logistics, technical, and program management support (including financial management) to the HIV/AIDS Programs at Military HIV Care and Treatment facility.

 

ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES

The Program Administrative Specialist/M&e Officer will support a wide range of administrative and logistical, data quality and continuous quality improvement activities to ensure uninterrupted delivery of HIV care and treatment services at the facilities.  He/she will also be responsible for ensuring proper financial management and will support the implementation of site based work plans / activities. These duties will include:

 

Administration         

  • Provides direct administrative support on behalf of MODHIP to the Site Commander through the Site Team Leader in the coordination of HIV/AIDS services.
  • Informs the Site Team Leader and provides as directed reports on all administrative issues concerning the HIV program at the site to MODHIP, DODWRP-N as approved by Site Team Leader.
  • Manages and accounts to MODHIP any funds disbursed directly to the site and ensure that such funds are utilized appropriately for the intended purposes.

 

Data Quality Management

  • Works closely with NMOD Hospital Medical Records Department and Medical Records Officers for improved data management systems, improved data quality, capacity building and sustainable ownership for the entire hospital services.
  • Ensures all HIV-related service delivery data are accurate, relevant, collected and reported in a timely manner.
  • Ensures that all HIV-program (aggregate and tracker) data are entered in a timely manner on the Program’s DHIS2 instance
  • Working with the Site Team Leader, will ensure that monthly program review/M&E meetings hold at the site prior to submission of monthly program/bi-monthly commodity logistics reports to the Ministry of Defence Health Implementation Program (MODHIP) Liaison Office. The incumbent will ensure that the proper reporting templates are used and properly filled and completed.
  • Provides monthly narrative overview of the HIV program site performance in all areas of care to Director, Public Health.

 

Financial Management

  • Assists the Site Team Leader in the management and accountability of site operating funds provided in support of the HIV program.
  • Ensures provided funds are utilized appropriately for the intended purposes.
  • Retirement of funds disbursed to the site (Reconciles purchases and expenditures and provides receipts) to the MODHIP or DODWRP-N office as directed by the Site Team Leader.
  • Receipt of additional funds will be based on accurate reconciliation of the previous month expenditures, including all pertinent receipts and/or justification for the expense.
  • Works with the Site Team Leader to identify and forecast unfunded requirements that can be supported through the monthly stipend.
  • Identify and develop budgets for any unfunded requirements for the expansion/improvement that can be supported through other stakeholders.

 

Logistical Support

  • Works closely with the MODHIP and DODWRP-N Logisticians, Pharmacists, and Laboratory Officers, and other Program Managers to support logistical activities at the site.
  • Coordinates with the individuals above to identify and forecast logistical needs in support of the overall HIV care mission at the site.
  • Confirm the integrity of buffer stock of HIV program consumables.
  • Identify and alert the appropriate officer when there is need for an Emergency Order.
  • Ensure optimal store management.
  • Reports all program equipment failures including utilities, immediately to the Site Team Leader and if so directed to MODHIP Liaison Office and DOD-WRPN.

 

Policy

  • Monitor site activities across all departments and provides periodic updates to the Site Team Leader and when required to the MODHIP DG and the DODWRP-N Director. Updates would include identified problems and recommendations for resolution.

 

State Engagement

  • Assist in strengthening internal ownership and state engagement as well as representing MODHIP management on state, LGA and community issues related to the sites.

 

 

 

Continuous Quality Improvement

  • Works closely with key technical unit heads to obtain information about clinical quality improvement issues that require program/personnel intervention.

 

  • With approval of the Site Team Leader, provide monthly reports on Continuous Quality Improvement meeting outcomes that require action by management.

 

JOB SPECIFICATION

 

Minimum Education/Training Requirement: BA, BSc, RN/RM or a degree in health related disciplines.

 

Prior Work Experience: 3 years post NYSC, a minimum of 2 years’ experience in health services management position or similar experience. Experience must include planning, organizing, and directing such health services management activities as medical logistics, medical facilities management, medical records management, medical reporting and budget.

 

Knowledge and skills, person

  • Knowledge of: Health services management; hospital administration and practice; contractual and accounting fundamentals; quality management; human resource management.
  • Good computer, financial and accounting skills is necessary. Must be proficient in the use of Microsoft Office applications especially the use of spreadsheets, word-processing, and some degree of database management. Candidate would be required to demonstrate these abilities.
  • Ability to work well with others and to develop and maintain compatibility among project staff, consultants and recipients of assistance.
  • Well-developed written and oral communication skills. Level IV fluency in written and oral communication is required.

Maintenance Electrician

BASIC FUNCTION

The incumbent under the supervision of the Defence Reference Laboratory (DRL) Senior Biomedical Engineer, will provide general upkeep of electrical and cooling system at the facility. S/He will offer technical support to the program in the installation, calibration, routine preventive maintenance, electrical appliance troubleshooting, replacement, repairs of all electrical systems, refrigeration, air conditioning appliances, and related equipment/instruments at the Defence Reference Laboratory (DRL), Mogadishu Cantonment, Asokoro Abuja and other program sites as directed.

 

 ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES

  • Assist in the installation, calibration, and maintenance, of all cooling systems, electrical systems and appliances acquired with adherence to safety regulations and relevant performance standards by the program to locations including NMOD or DOD locations as directed.
  • Review blueprints to understand wiring configuration/installation and placement.
  • Perform daily checks, monitoring of electricity power supply and effects curative and preventive maintenance as deemed fit.
  • Routinely inspect electrical systems such as wring, fixture, and appliances to identify faults or hazard and address them promptly.
  • Determine the causes for any malfunctions of systems or components and implement maintenance, replacement, or repairs, and plan to solve the problems.
  • Repair electrical systems wiring, circuit breakers, equipment, and other components to keep them at full capacity.
  • Perform daily checks and monitoring of all air conditioners, refrigerators, and freezers, and fix any challenges reported at NMOD/DODWRP-N sites.
  • Perform daily checks and monitoring of generator performance, diesel delivery and consumption and other power back-up equipment.
  • Respond to electrical equipment faults call out, perform repair services, and ensure preventive maintenance is carried out as timely as scheduled.
  • Maintain records and inventory of installations, furniture infrastructure for all electrical equipment and supplies such as installation date, warranty, preventive and routine maintenance schedules, fault record, and repairs.
  • Compile and cost all necessary tools and spare parts that is required to carry out maintenance of lighting, air conditioners, refrigerators, and freezers at Defence Reference Laboratory (DRL).
  • Schedule and monitor preventive maintenance of electricity backup systems such as Generators, Inverters, Batteries, UPS, Stabilizers etc.
  • Prepare monthly electrical and maintenance technical activities report.
  • Performs other related job duties as assigned or requested.

 

KNOWLEDGE AND SKILLS

  • Basic knowledge with skills in troubleshooting faults using circuit diagram and schematic is required.
  • A thorough understanding of the underlying concepts and principles of electricity, air conditioning refrigeration and medical Laboratory electrical equipment is required.
  • The incumbent must have the ability to follow technical (engineering) drawings, building plans, and other instructions in a careful and methodical approach to work.
  • Ability to troubleshoot, detect damage, and malfunction electrical equipment and appliances is required.
  • Good teamwork skills and the ability to use own initiative.
  • Knowledge of applicable electrical safety regulations, performance standards requirements, ethics, and codes.
  • Computer literacy (proficient in the use of MS-Tools), and good problem-solving skills.
  • Strong oral and verbal communication.

JOB REQUIREMENTS

Minimum Education/Training Requirement: Secondary School Certificate is the minimum requirement.

Prior Work Experience: A minimum of 3 years working experience in electrical, air conditioning and refrigeration is required.  Prior experience in health care related settings is an added advantage/Plus.

 Required Licenses, Certification or Registration: TRADE test I, II and III in electrical and air conditioning/refrigeration are preferred.

The M&E Officer shall support the delivery of HIV/AIDS prevention, treatment, care and support services at Military Treatment Facilities (MTF) that will benefit the military personnel, their family members, and civilians from the surrounding communities.

 

 ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES

  1. Implement data collection tools and procedures aligned with program objectives and M&E plan.
  2. Develop and maintain data management systems and tools, including databases and dashboards.
  3. Analyze data to assess program progress and impact, identifying areas for improvement.
  4. Generate reports and analyses on site program performance, highlighting key trends and insights.
  5. Prepare presentations and briefings for stakeholders and funders, communicating data findings clearly and concisely.

Prior Work Experience: A minimum of 3 years’ experience in the field of Monitoring and Evaluation, and Data Management or a combination of relevant training and experience. Experience managing database systems and understanding of basic networking functions is required.

 Evidence of completion of NYSC is required. Experience working with HIV/AIDS programs is highly desirable. Familiarity with the Nigerian health system and data reporting requirements is an asset.

 Knowledge and skills:

BASIC FUNCTION

The Study Nurse will be responsible for performing and executing general clinical evaluation of participants, informed consent administration, determining the eligibility of study volunteers, performing nursing assessments, data collection, and other relevant procedures.

ESSENTIAL JOB FUNCTIONS, DUTIES, AND RESPONSIBILITIES

 

  1. Explains the purpose and nature of the study to study volunteers/participants.
  2. Answers participants’ questions and concerns.
  3. Interacts with study volunteers and obtains written informed consent from those who are willing to participate in the study.
  4. Conducts participants’ screening for eligibility to join the study.
  5. Performs nursing assessments and collects relevant clinical data per protocol.
  6. Assist in developing relevant SOPs for study procedures, including but not limited to recruitment, HIV counseling and testing and interviewing procedures according to the research protocol.
  7. Provides safety and protection to all participants while collecting and managing data obtained from the participant for the study.
  8. Ensures protection of participants’ rights and safety by providing any pertinent information to participants and the study team in a prompt manner.
  9. Assists in preparing protocol-required reports such as Adverse Effects (AEs) reporting, Continuing Review Reports (CRRs), and other reports as may be necessary. Monitors deadlines.
  10. Performs quality control (QC) and quality assurance (QA) activities as appropriate.
  11. Demonstrates knowledge and understanding of human subject research policies and guidelines.

JOB SPECIFICATION

Minimum Education/Training Requirement: Bachelor’s Degree (BSc) in Nursing from an accredited institution. Must have successfully completed the CITI Group 3 Modules with at least 80% score in each module. A  Master’s degree in Public Health will be an added advantage.

  • Minimum of four (4) years’ post-National Youth Service Corp (NYSC) clinical nursing experience, with at least two (2) years’ experience in clinical research or public health program experience required.

Minimum Education/Training Requirement: BA, BSc, RN/RM or a degree in health related disciplines.

 Prior Work Experience: 3 years post NYSC, a minimum of 2 years’ experience in health services management position or similar experience. Experience must include planning, organizing, and directing such health services management activities as medical logistics, medical facilities management, medical records management, medical reporting and budget.

 Knowledge and skills, person

  • Knowledge of: Health services management; hospital administration and practice; contractual and accounting fundamentals; quality management; human resource management.
  • Good computer, financial and accounting skills is necessary. Must be proficient in the use of Microsoft Office applications especially the use of spreadsheets, word-processing, and some degree of database management. Candidate would be required to demonstrate these abilities.
  • Ability to work well with others and to develop and maintain compatibility among project staff, consultants and recipients of assistance.
  • Well-developed written and oral communication skills. Level IV fluency in written and oral communication is required.
