BASIC FUNCTION
The incumbent will support the laboratory components for the Project on the development of a National Malaria Slide Bank (RV 487).
ESSENTIAL JOB FUNCTIONS, DUTIES, AND RESPONSIBILITIES
- Collection, labelling, transport, and processing of samples for the Project.
- Coordinates the performance of laboratory tests for the Project.
- Identifies and develops appropriate and relevant SOPs for the study.
- Receives specimens, performs clinical laboratory tests by standardized procedures and principles.
- Performs laboratory tests necessary to provide information for use by the Project team per protocol.
- Interacts with other members of the Project team to provide timely, accurate, reliable and internationally acceptable laboratory Project data.
- Ensures proper storage and maintenance of Project samples, reagents and equipment.
- Ensures timely report on the usage of reagents and consumables to prevent stock out.

JOB SPECIFICATIONS:
Minimum Education/Training Requirements: Bachelor’s degree in Medical Laboratory Science.
Prior Work Experience: A minimum of four (4) years’ work experience in Medical Laboratory Science, including at least 2 years’ experience in public health program or malaria diagnosis at a Health Facility.
Required Licenses, Certification or Registration: Registration with the Medical Laboratory Science Council of Nigeria (MLSCN) with an up-to-date practicing license. National Certification in Malaria Microscopy.

BASIC FUNCTION: Under the direction of the HJFMRI Prevention Manager, the Barrack Health Committee(BHC) Coordinator will support and facilitate the development and implementation of effective approaches to HIV/AIDS community level activities at Nigerian Ministry of Defense (NMOD) – WRAIR supported program across selected Barrack Health Committee( BHC) sites. S/he also serves as direct technical program support to Armed Forces Program on AIDS Control(AFPAC) and collaborate with the MODHIP SO 1 Prevention and HJFMRI Prevention Manager on funded President’s Emergency plan for AIDS Relief (PEPFAR) across these sites and with members of BHCs, on the implementation of behavioral, biomedical and structural prevention activities and implementation science activities. The incumbent will be domiciled at AFPAC and is expected to participate in meetings and trainings related to program implementation, prevention policy and strategic, including meetings with PEPFAR Nigeria teams, collaborators and donor agencies when and if required.
ESSENTIAL JOB FUNCTIONS, DUTIES, AND RESPONSIBILITIES
- Work with the Armed Forces Program on AIDS Control (AFPAC) counterparts alongside MODHIP SO1 Prevention and HJFMRI Prevention Manager to implement, monitor, evaluate and scale up combination prevention packages by and with BHC committee members across selected NMOD sites.
- Work closely with Prevention program teams at AFPAC, MODHIP, HJFMRI and WRAIR Africa implement facility and community evidence-based HIV prevention interventions and approaches that will result in behavior change and contribute to the achievement of PEPFAR and Government of Nigeria Prevention program goals and targets in collaboration with BHC members across NMOD selected sites.
- Contribute to strengthening BHC membership knowledge and skills towards developing of community level activities, events, meetings, instituting referrals and linkages between facility and community BHC activities and services for military personnel, their families and civilians living within and around barrack communities.
- Work with the AFPAC, HJFMRI Prevention Manager and MODHIP SO 1 Prevention to support mainstreaming of Gender and other wrap around services such as mental health into BHC activities.
- Support the development and implementation of yearly and quarterly work plans that will contribute to the achievement of program targets and support the implementation these work plans.
- Work with the ADPAC and HJFMRI Prevention Manager to ensure accurate, consistent and correct data is collected at the source; review such qualitative and quantitative data periodically for rends, gaps and comparison to set program targets and use such data to inform program decisions.

JOB SPECIFICATION

The incumbent will be the Site Team Leader and ensure day to day running of the program at the facility.
ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES
- Provides day to day Clinical Management of HIV/ AIDS and TB patients at the facility level guided by strategies and approaches related to the PEPFAR strategic focus.
- Provides technical assistance in HIV/ AIDS and TB clinical management and the Prevention of Maternal to Child Transmission of HIV (PMTCT) capacity building at the facility level.
- Contributes to the development of lessons learned from programs and projects related to clinical management of HIV / AIDS, and the Prevention of Mother to Child Transmission of HIV (PMTCT) and apply these lessons to modify existing programs and improve the design of new programs.

ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES
General Duties
- Ensure supported laboratories implement Good Clinical Microbiology Practices to achieve AMR surveillance activities and objectives in line with approved protocol.
- Provide hands-on practical techniques on essential laboratory equipment such as automated ID/AST analyzers, centrifuges, Class II biological safety cabinets, PCR platform, Vitek 2 Compact System and Genomic sequencer.
- Comply with all laboratory-specific protocols and implement relevant quality assurance and quality control standards, biosafety, hygiene, infection prevention and control guidelines.
- Review collected data and report all AMR activities and support other project facilities and program staff.
- Work closely with supported facilities and laboratories to track and document occurrence and incidence in the medical microbiology laboratory.
- Ensure proper disaggregation of all biological and non-biological wastes and disposal according to local and international standards.
- Prepares daily, weekly and monthly report and laboratory quality indicators in line with AMR project objectives for stakeholders’ and presents to the Deputy Director, DRL and Principal Investigator.
- Track AMR project surveillance achievements and monitors performance in relation to assigned targets and indicators.
- Participate in concept note development, research proposals, abstracts and manuscripts development for international conferences and peer review in high impact journals.
- Any other duties as allocated by the Deputy Director DRL and/or the Principal Investigator.
Specialized Functions
- Receive and verify AMR samples from military supported facilities.
- Review and track weekly microbiological samples acceptance and rejection criteria.
- Process AMR samples through the implementation of Good Clinical Microbiology Practices and protocol.
- Monitor facility performance on Good Clinical Microbiology Practices requirements, including molecular laboratory and genomics needs.
- Provide technical support to all AMR surveillance activities and medical laboratory scientists on medical microbiology techniques across AMR project facilities.
- Ensure quality, reliable and accurate laboratory testing outcomes that meet AMR surveillance requirements.
- Support laboratory quality management system implementation, sample biorepository and samples transportation and shipment in line with WHO and International Air Transportation Association (IATA).

JOB SPECIFICATION
Minimum Education/Training Requirement: Bachelor’s degree in medical laboratory science (BMLS) or Associate Degree in Medical Laboratory Science with specialization in Medical Microbiology is required. Postgraduate qualifications in medical microbiology / public health, / environmental health or Epidemiology is a an added advantage.
Prior Work Experience: A minimum of 3-5 years post-NYSC working experience in medical microbiology bench work in clinical and research settings is required. ISO 15189:2022 standards requirements / practical implementation and Good Clinical Microbiology Practices experience is mandatory. Strong medical microbiology techniques and molecular biology experience in clinical settings is required. Infection prevention and control experience in clinical and research settings.
Knowledge, Skills, Ability:
- Good understanding of Good Clinical Laboratory Practices (GCLP) and Good Clinical Microbiology Practices (GCMP) guidelines and standard operating procedures.
- Experience with generating and analyzing genomic data (Sanger, Illumina, and Nanopore).
- Polymerase Chain Reaction (PCR) experience in infectious diseases of public health priority.
- Knowledge of the use, care and maintenance of laboratory equipment, including but not limited to Genomics Sequencers, serology, microscope and molecular diagnostics platform.

Terms of Employment: One (1) year renewable contract subject to availability of funding to support the project. The probation period is three (3) months.

- Provide technical assistant and support to AMR surveillance sites / laboratories. Provide on-site mentoring, coaching, training of medical laboratory scientists and medical microbiology techniques to ensure quality, reliable and accurate laboratory testing that meets AMR surveillance expectations.
- Deliver Good Clinical Microbiology Practice and related laboratory techniques, laboratory quality management system, sample packaging, coordination, and samples transportation and shipment in line with WHO and International Air Transportation Association (IATA).
- Review microbiology needs to determine molecular laboratory and genomics needs, including laboratory equipment, laboratory consumables and supplies, information communication technology items (computer hardware and software systems).
